Budget 2026: The Signals Construction Should Be Watching
The Chancellor's focus in yesterday's Budget announcement had a few very clear themes: security, defence, affordability and devolution.
Energy security, housing delivery, defence capability, regional growth and national resilience all require significant investment in physical assets and infrastructure. While construction wasn't the headline story, many of the Government's priorities will ultimately depend on the sector's ability to deliver projects at scale and pace.
Importantly, while immediate policy priorities are increasingly focused on security, affordability and economic growth, the Government's commitment to net zero by 2050 remains unchanged. For construction businesses, this is less a shift in direction and more a shift in narrative.
The opportunity is no longer simply to build low-carbon infrastructure. It is to deliver projects that simultaneously support decarbonisation, energy security, resilience and economic growth. Hannah Vickers, Managing Director of Built Confidence, said, “For construction, the key message is that net zero and energy security are becoming two sides of the same coin. The investment case for grid infrastructure, energy generation and storage is now as much about resilience and reducing reliance on global energy markets as it is about carbon reduction."
We're already seeing strong signals around:
Energy and infrastructure investment
Housing delivery and regeneration
Greater regional and mayoral influence
Expanding defence-related construction activity
Long-term commitments linked to growth and resilience
For contractors, consultants and suppliers, understanding how these priorities translate into real projects will be critical over the coming years.
